Track ID: vocal bleep track

Hi, desperately trying to ID this early 90s vocal bleep track, probably a dub version of something.
The production sounds like someone I know, but I can’t put my finger on it.
If anybody has any clue, it will be deeply appreciated (Apologies for the sound quality).

Can’t name the track but the bleep sounds are most likely sampled from the Moody Boys vs KLF remix of “What Time Is Love” by KLF:
